Attached to the Presidency of the Republic of Senegal, the BOS is the entity in charge of structuring, monitoring, problem solving and impact assessment of the 27 projects, 17 flagship reforms and priority initiatives of the Emerging Senegal Plan (PSE).

The LAB or intensive structuring workshop is a framework for the technical and financial structuring of projects and complex reforms between the state and the private sector. It is a platform for producing all the deliverables to ensure the successful implementation of a project.

The Emerging Senegal Plan is mainly based on three axes :
AXIS 1: Structural transformation and growth.
AXIS 2: Human capital, social protection and sustainable development.
AXIS 3: Governance, institutions, peace and security.

Definition of a key battle

An enset of flagship projects under the same theme enabling certain ambitions of the esp to be achieved.  

Definition of a catalyst

A set of flagship reforms under the same theme responding to a major problem in the implementation of flagship projects.

Participation in LAB is by invitation. The invited actors are selected based on their involvement in the project, program or reform to be structured.

Due to limited face-to-face reception capacities, LAB are not open to the public. Participation takes place only by invitation.
