History
The Emerging Senegal Plan (PSE) is an economic and social development program for Senegal launched in 2014 by President Macky Sall. It is a long-term project aimed at transforming the country's economy and improving the living conditions of its population. Its success will depend on the effective implementation of the projects and reforms necessary to achieve the set objectives.
In 2012, Macky Sall was elected President of Senegal. He takes office with a strong commitment to the economic development of the country. It is in this context that in 2014 he officially launched the implementation phase of the Emerging Senegal Plan with the objective of stimulating economic growth and investment on the one hand, and improving the living conditions of the population, particularly in the areas of health, education and employment on the other hand.
In the process, several flagship projects and reforms of the esp are beginning to be implemented, through an innovative monitoring and implementation system focused around the creation of a Delivery Unit (the BOS) and the appointment of Heads of projects for piloting flagship actions.
During the first years of the implementation of the esp, notable progress was made in various areas, including economic growth, increased electricity production, increased agricultural and mining production, road infrastructure, the construction of the Diamniadio Industrial Park and the development of the digital ecosystem (among others).
THE ESP has faced challenges including mobilizing funding, creating sufficient jobs, and reducing inequalities. In 2020 the COVID-19 pandemic has had a significant impact on the global economy, including on Senegal. The Senegalese government must face the economic challenges posed by this crisis, and address other challenges linked to climate change or the consequences of the Russo-Ukrainian war, while continuing to move forward in the implementation of the esp.
THE ESP therefore continues with the objective of making Senegal an emerging country by 2035.

ABOUT
The Operational Monitoring Office (BOS) of Emerging Senegal Plan (PSE) is an administrative entity placed under the authority of the Minister attached to the President of the Republic in charge of Monitoring of the esp (MSPSE).
The BOS is responsible for monitoring, in conjunction with the ministerial departments and other structures concerned, the execution of the esp's flagship projects and reforms, periodically evaluating their progress, providing technical support to the ESP structures. execution and to submit proposed decisions to the President of the Republic.
The BOS operates with 5 operational centers accompanied by a Communication Unit.
Its mission is to support the actors responsible for implementing the flagship actions of the esp and to provide the highest authorities with information for optimization of the strategic management of the esp.
Its role is to ensure the process of structuring projects and reforms of the esp based on the best international methodological approaches.
Its mission is to evaluate the impacts of the esp's flagship projects and reforms, in accordance with the provisions of article 2 of decree no. 2015-685 of May 27, 2015 establishing and setting the rules for the organization and operation of the Office. Operational Monitoring of the esp.
The role of the administrative center is to prepare the work program and the annual draft budget of the BOS, the monitoring of budgetary execution and the preparation of financial reports as well as the management of financial resources intended for the operation of the BOS.
The PMO-IT & Quality Department is the support entity in charge of:
- To coordinate the deployment and maintenance of the quality management system.
- To manage the IT equipment and pilot the digital transformation projects of the BOS.
- To support general management in cross-functional activities
The communication unit is responsible for coordinating institutional communication around the esp and its implementation system.

Delivery Unit
A Delivery Unit is a group of highly skilled people working at the center of government who help line ministries achieve results on priority initiatives.
As the Delivery Unit of Senegal, the BOS supports sectoral ministries and agencies in technical and financial structuring, operational monitoring, problem resolution and impact assessment of priority initiatives in their portfolios in order to help them deliver the expected results.

Le Operational Monitoring Office positions itself as the control tower for the implementation of public policies in Senegal by providing expertise worthy of the largest international consulting firms to the entire ecosystem of Senegal through an innovative methodology for structuring complex projects of the esp, monitoring putting pressure on all priority actions and an approach to evaluating socio-economic impacts that are engaging.

Built in Center of excellence for Delivery Units in Africa, the BOS today brings its expertise to African countries both in upgrading their monitoring structures but also in supporting their creations.
This BOS site aims to provide all stakeholders, citizens, public decision-makers, private sector, development partners, investors and the diaspora, with all useful information on BOS projects and reforms. RADU Center of Excellence
The overall objective of the project is to support the Operational Monitoring Office (BOS) of Senegal by enabling it to strengthen its capacities and set up a pilot Center of Excellence on “Delivery Units”.
The specific objectives are as follows:
- Strengthen the capacities of the BOS to enable it to play its role as a model in terms of Delivery Unit at the continental level;
- Establish a pilot Center of Excellence intended to support countries wishing to develop a Delivery Unit but also to facilitate exchanges between these countries on the theme of performance.
