Vision

BOSPSE | Vision

In 2012, 52 years after its independence, the Senegal still finds itself at a crossroads, to exploit its full potential, achieve its economic take-off, and be part of a trajectory of sustainable economic and social development. For this, strategic ruptures are necessary. This is what bases my ambition for emergence for Senegal.

The Emerging Senegal Plan (PSE) operationalizes this vision to “A Senegal emerges in 2035, with a united society, in a rule of law”. The objective is to put the economy on a path of strong, inclusive, sustainable growth that creates jobs while preserving the environment and natural resources.

The implementation of the esp will:

  • Consolidate a political system centered around democratic rules, good governance and the rule of law
  • Promote the cultural values ​​of work, responsibility, citizenship and solidarity
  • Guarantee security, balanced territorial development, national cohesion, as well as working for peace and African integration

THE ESP aims in particular, within a decade, to take off which will result in both economic development and significant progress in human development.

PAP

Priority Action Plans (PAP)

On the operational level, the ESP is implemented through Priority Action Plans (PAP) which are five-year plans consistent with the strategic axes.

PAP1

Concerning the first priority action plan (PAP1) implemented over the period 2014-2018, a financing requirement of 9 billion FCFA was declined over the period, of which 685,7% financed by public resources, 43,4% by the private sector and 16,3 .40,4% sought from technical and financial partners. In 2018, the budget execution rate is estimated at 52,6%, or a little more than half of the planned budget. This situation marks a clear improvement in budget execution which stabilized around 30% before the implementation of the esp. At the level of public funds, the execution rate is estimated at 7,1% compared to 53,4% ​​execution of financing from TFPs. For private participation, the level of execution was 25,3% of planned financing.

PAP2

In 2019 the second phase of the esp is implemented through the PAP2 (2019 -2023). For the latter, the strategy budget is estimated at 14 billion FCFA (098-2019). The objectives of this five-year strategy relate, among other things, to increasing the national GDP from 2023 billion to 14 billion by 607,5 with economic growth of 22% in 717,8. Investment will be increased to more than 2023% of GDP while the government budget balance will be maintained at 11,4% over the entire period (PAP Report 2023 30-3).

PAP 2A

In 2020, with the advent of the COVID-19 pandemic, Senegal carried out a review of the priorities of the priority action plan which was renamed “Accelerated and Adjusted Priority Action Plan” (PAP 2A) in order to provide an adequate structural response to this crisis. This system follows the establishment of the Economic and Social Resilience Program (PRES), for very short-term actions, with a response fund called “Force COVID-19” in the amount of 1 billion of CFA Francs, or 000% of GDP. These adjustments made it possible to maintain a positive growth rate of 7% in 1,3 despite forecasts of -2020%.

PAP3

As part of the process of developing the third Priority Action Plan (PAP 3) of the Emerging Senegal Plan (PSE), at the request of the Ministry of Economy, Planning and Cooperation (MEPC), through the Directorate General of Planning and Economic Policies (DGPPE), the Operational Office for Monitoring the Emerging Senegal Plan (BOS) led the process of identification and maturation of the new generation of flagship actions to accompany the next PAP of the esp .

In this regard, the approach adopted follows a two-step approach according to the structuring methodology developed by the BOS:

  1. An evaluation of the implementation of the flagship actions identified in the ESP after the first 10 years of implementation. This evaluation allowed us to identify the flagship projects and reforms of phase 3 of the esp with regard to the current context and the strategic orientations of the State of Senegal.
  2. A complete maturation of these projects and reforms in order to evaluate their costs and macro-action plan, as well as define the project sheets (“ teasers") and the annual and five-year programming.

The first stage made it possible to define the list of 22 flagship projects and 13 priority reforms to be included in the next PAP of the esp.

Subsequently, through an intensive workshop bringing together all the public and private stakeholders involved over a period of five (05) days, these key actions were matured.

The BOS ESP is the organization that corroborates the actions implemented by the ESP. It constitutes factual and intelligible support for all targets on current projects in an objective manner.

The overall objective of the project is to support the Operational Monitoring Office (BOS) of Senegal by enabling it to strengthen its capacities and set up a pilot Center of Excellence on “Delivery Units”.

The specific objectives are as follows:

  • Strengthen the capacities of the BOS to enable it to play its role as a model in terms of Delivery Unit at the continental level;
  • Establish a pilot Center of Excellence intended to support countries wishing to develop a Delivery Unit but also to facilitate exchanges between these countries on the theme of performance.
