Universal Health Coverage (CMU)

Universal Health Coverage (CMU) offers the most deprived people the opportunity to benefit from health risk coverage. This initiative allows, in fact, people who often have low income (rural world and informal sector), to be affiliated to a health insurance scheme and to benefit from the same care as people affiliated to other social security schemes. are the budgetary imputations and the Health Insurance Institutes (IPM).

Major Achievements:

  • In this context, the National Agency for Universal Health Coverage carried out activities relating to the provision of health care to populations through mutual health insurance and free initiatives. In addition, the CMU provided financial support for free initiatives. Thus, all children under five and pregnant women are integrated into mutual health insurance in the six regions supported by the World Bank (Kaffrine, Kédougou, Sédhiou, Tambacounda, Ziguinchor and Kolda). In addition, 19 departmental health mutual funds have been set up as part of raising the level of disease risk pooling at the departmental level. 19 other departments have started the process with the support of ANACMU. Furthermore, the CMU has developed its 2023 – 2027 strategic plan and has been integrated into the social security code.

Outlook 2023:

  • Strengthening the steering system to move from community insurance to public insurance by setting up a public insurance fund;
  • The establishment of compulsory health insurance; greater involvement of local authorities; the development of budgetary space through a budgetary programming law;
  • Strengthening local communication for better buy-in from populations; the digitalization of health insurance management through biometric identification;
  • Carrying out the national survey on the effectiveness of the enrollment and support of BSF and CEC beneficiaries; the extension of the pilot phase of setting up CMU Offices.

The overall objective of the project is to support the Operational Monitoring Office (BOS) of Senegal by enabling it to strengthen its capacities and set up a pilot Center of Excellence on “Delivery Units”.

The specific objectives are as follows:

  • Strengthen the capacities of the BOS to enable it to play its role as a model in terms of Delivery Unit at the continental level;
  • Establish a pilot Center of Excellence intended to support countries wishing to develop a Delivery Unit but also to facilitate exchanges between these countries on the theme of performance.
