Emergency Program for the Modernization of Border Axes and Territories (PUMA)

The Emergency Program for the Modernization of Border Axes and Territories (PUMA) aims to contribute to improving the living conditions of populations and reducing poverty at the level of border axes and territories through their modernization.

Major Achievements:

  • Opening up infrastructure: 80% of the objective was achieved and focused on rural road construction activities in the departments of Goudiry and the regions of Saint-Louis and Kaffrine. Furthermore, regarding the provision of equipment for river-sea transport, the annual objective was 100% achieved;
  • Basic socio-economic infrastructure: also in the field of education, this program enabled the construction and equipment of school infrastructure, up to 70% of the annual objective of 80%; in the field of hydraulics, PUMA has built and equipped hydraulic structures, such as water towers, SAEMVs and boreholes, in border communities; in the field of electrification, it has set up solar electrification installations in 80 localities in the north and center of the country.
  • Agricultural value chain: to alleviate women's work, PUMA has set up equipment and provided farmers with adequate materials. He also set up hydro-agricultural developments, as well as premises for the processing of agricultural products.

Outlook 2023:

  • The PUMA program plans to continue its efforts to open up access, provide basic socio-economic infrastructure and secure borders, with the finalization of land mobility infrastructures started in 2022 and the expansion of the scope of intervention, the implementation provision of health, school, hydraulic and electrification infrastructures, strengthening the establishment of security infrastructures and the provision of agricultural equipment.

The overall objective of the project is to support the Operational Monitoring Office (BOS) of Senegal by enabling it to strengthen its capacities and set up a pilot Center of Excellence on “Delivery Units”.

The specific objectives are as follows:

  • Strengthen the capacities of the BOS to enable it to play its role as a model in terms of Delivery Unit at the continental level;
  • Establish a pilot Center of Excellence intended to support countries wishing to develop a Delivery Unit but also to facilitate exchanges between these countries on the theme of performance.
