Social housing supply acceleration program
Description
The objectives of the flagship project “Social Housing Supply Acceleration Program” are:
- To provide a lasting response to the increase in the urban population of our country, the sprawl of urban centers and the legitimate aspiration of citizens for better living conditions;
- To contribute to the development of the building and public works sector, and consequently to the development of the national economy.
The medium-term objective is to reduce the housing deficit in Dakar and the regions, estimated at 300 units in 000. To do this, three levers are used by the government:
- Support for household solvency;
- The increase in supply by developers;
- The massive increase in land supply.
The operational objective is to produce, at cruising speed, 15 housing units per year.
In addition, as part of the second Priority Action Plan (PAP 2), the State of Senegal initiated the project 100 000 housing which should make it possible to boost the construction dynamic through the construction of 100 housing units over 000 years, for the benefit of the most modest populations.
Implementation method
The Lighthouse Project is implemented through different levels of intervention. Several actors, from the public sector as well as the private sector, are involved to guarantee the achievement of the set objectives.
The interventions of the actors can be described as “Components” whose interactions and complementarities form the “Program”.
As part of the Lighthouse Project, land use planning is taken into account as it is a necessary prerequisite for good forecasting and rational implementation of investments in this sub-sector.
The State plays a leading role, particularly through the General Directorate of Town Planning and Architecture (DGUA) of the Ministry of Town Planning, Housing and Public Hygiene.
Several urban development initiatives are underway. They are initiated by public authorities with the participation of private operators, either as service providers or within the framework of Public Private Partnerships (PPP). We can cite :
Urban Pole development projects, with:
- The Urban Pole of Diamniadio (PUD Component), under the management of the General Delegation for the Promotion of the Urban Poles of Diamniadio and Lac Rose (DGPU), and with the participation of Promoters – Private Developers such as: GETRAN, SENEGINDIA , TEYLIOM…;
- The Urban Poles of the Dakar region of Daga-Kholpa-AIBD-Kirène, Yenne, Déni Birame Ndao, and Bambilor, as well as Urban Pole projects in all other regions of Senegal; these projects are managed by the General Directorate of Town Planning and Architecture (Urban Pole component);
- Concerted Development Zones (ZAC), managed by the Department of Town Planning and Architecture (DGUA Component – urban centers);
- Social housing projects initiated by housing cooperatives, and managed by the MULHP Social Housing Promotion Department (DPHS Component).
Several large-scale housing programs are currently being implemented. They are initiated with the direct or indirect support of the State, by:
Public companies such as:
- The National Society for Housing at Moderate Rent (SNHLM Component);
- Sicap SA formerly Société Immobilière du Cap-Vert – SICAP (Sicap-SA Component);
- The Caisse des Dépôts et Consignations (CDC-Bambilor Component),
- Private developers, in addition to those involved at the Diamniadio Urban Pole (PUD Component);
- ADDOHA (City of Emergence Component);
Regarding the 100 housing project (000 housing component) it involves several public and private actors under the coordination of the General Directorate of Construction and Housing of the Ministry of Urban Planning, Housing and Public health.
Major Achievements:
- The promulgation of Guidance Law No. 2016-31 of November 08, 2016, explaining the terms of State participation in the financing of social housing programs
- The signing of interministerial decree No. 16.072 establishing an exceptional tax and customs regime for real estate developers approved by the State
- Establishment of FOGALOG (Housing Guarantee Fund) at FONGIP level
- Launch of the dematerialized building authorization application platform (Télédac)
- Creation of the Diamniadio urban center on 700 hectares and that of Dagua Kholpa on 2 hectares
- Creation of the Land Development and Urban Renewal Company (SAFRU)
- Creation of the Social Housing Fund (FHS)
- Production of more than 41 housing units
