2-3 Integrated industrial platforms

Description

With the aim of accelerating the industrial development of Senegal, the Emerging Senegal Plan adopted in its industrial component, the erection of 2 to 3 integrated industrial platforms which will make it possible to boost existing sectors of local industry such as agro -food, construction materials, clothing.

High-performance infrastructure and services, financial and tax incentives as well as the development of specific training programs remain the elements that will ensure efficiency and effectiveness in these industrial zones. The State of Senegal has decided to confer on the Diamniadio International Industrial Park (P2ID) the status of a Special Economic Zone (SEZ).

 

Methods of implementation

Phase 1 of P2ID was entirely financed by the State of Senegal for an amount of FCFA 25 billion.

Phase 2 is being developed using a PPP (Public Private Partnership) model with a partnership with EximBank China.

 

Key Achievements

1. Diamniadio International Industrial Park (P2ID)

The first phase of the Diamniadio International Industrial Park (P2ID) was inaugurated by the President of the Republic on November 22, 2018. The site covers an area of ​​13 ha and includes three type A hangars of 7 m2, a type B hangar of 4910 m2 and an administrative building made up of 5 floors offering 4 m2 of offices.

Built in a Special Economic Zone, the platform will accommodate more than 23 jobs by 000.

It is managed by the Agency for the Development and Promotion of Industrial Sites (APROSI) with the help of the Agency for the Promotion of Investments and Major Works, whose one-stop shop installed within the P2ID has been operational since December 2018.

She already counts 7 industrialists installed (as of December 31, 2020) and 5 service companies as following :

Seven (7) industrialists installed :

  • C&H Garments, a Chinese company specializing in textile manufacturing (350 direct jobs, 7,5 million masks produced);
  • Sewacard, a Senegalese-Ivorian company specializing in the development of digital platforms, and in the manufacturing of biometric cards (100 jobs, 100 cards produced);
  • Multi Industries Group company specializing in the assembly of scooter bikes (15 permanent jobs, 139 parts assembled);
  • Galion, a Tunisian company active in the production of plastic packaging (20 permanent jobs, ~900 buckets produced);
  • Afritex, manufacturing of textiles and clothing (120 employees, 1 million masks sold);
  • Kdef, manufacturing of surgical masks (20 employees, 3 million masks produced between August and December 2020);
  • The Compagnie de Tuyauterie Industrielle du Sénégal (CTIS) in the production of PVC pipes.

 

Five (5) service companies:

  • BICIS bank;
  • AMSA INSURANCES;
  • FEDEX specialized in express transport;
  • Nhumherit, a young Senegalese company specializing in the development of web and mobile applications;
  • MDI, design office.

The site is equipped with quality infrastructure such as:

  • One (1) guard post;
  • One (1) customs post;
  • A nurse ;
  • Two (2) restaurants with kitchens;
  • Six (6) parking areas;
  • Four (4) unloading platforms;
  • Green spaces;
  • Various roads and networks (VRD):
  • A 250 m access road connected to the motorway ramp, 3 km of asphalted internal roads on 2 x 2 lanes;
  • 2 SDE water supplies;
  • An electricity supply from Rufisque Nord over 3 km;
  • A drinking water network and a 500 m water storage tank3 ;
  • A 30 KV electrical delivery station backed by an MV/LV – TGBT 30KV-320V-3X630KVA electrical substation and an electrical network with a progressive capacity of 10MW, 25MW and 50 MW.

The second phase of the platform (additional area of ​​40ha) should start in 2021 with the construction phase.

While waiting for the start of phase 2, APROSI has opted for rental of bare surface at 80 FCFA per m2 to industries that build their own hangars. This is how the Chinese industry BONJOUR PRODUCTS HYGIENIQUES, which manufactures hygienic products including diapers for infants, began the construction of a 2 m hangarwith a progress rate of 90% as of December 2019 and then plans to build 2 mof annexes. The Senegalese industries DAKAR OFFSHORE (logistics and oil services) and BUSINESS LINK GOLD (gold refining) have been allocated respective surface areas of 40m2 and 30m2. The Chinese industrialist BAOBA SHU (cardboard packaging) was allocated 14m2.

2. Sandiara Industrial Zone

In addition to the P2ID, the Sandiara industrial zone, in the Mbour department, was established as an SEZ in November 2017. This 100 ha zone already has 4 companies and 500 first jobs. An annual turnover of 700 billion CFA francs is expected in ten years with the creation of 20 jobs.

Outlook 2023:

  • Finalization of phase II of the Diamniadio industrial and integrated platform over an area of ​​40 Ha, thus bringing the platform to a total area of ​​53 Ha.
