Key battles

Six battles to win for a structural transformation of the economy and sustained growth.

Develop the agricultural sector and seafood products, the mining sector and fertilizers, social housing and the construction ecosystem, services and tourism, modernize the social and solidarity economy, make Senegal a developing logistics hub maritime, rail and road infrastructure, these are the six structural battles that must be won for the milestones of an emerging Senegal to be laid.

Also, these “battles” are placed at the heart of the strategy of the Plan Senegal Emergent (PSE). They are all included in the first axis of the esp for a structural transformation of the economy and inclusive growth.

Indeed, ambitious objectives have been defined in these different sectors, a roadmap established and resources mobilized. The normative framework in terms of laws and regulations and applicable measures taken has also been adopted, whenever necessary, so that the environment likely to favor the achievement of the objectives is the most encouraging.

Catalysts

The success of flagship projects depends, in addition to the quality of their execution, on a favorable ecosystem. To do this, catalysts defined as essential pillars have been identified. In this regard, seventeen flagship reforms are being implemented within the framework of the esp relating to the quality of the business environment, the regulatory framework, human capital, information and communication technologies, financing the economy and developing infrastructure.

The BOS ESP is the organization that corroborates the actions implemented by the ESP. It constitutes factual and intelligible support for all targets on current projects in an objective manner.

The overall objective of the project is to support the Operational Monitoring Office (BOS) of Senegal by enabling it to strengthen its capacities and set up a pilot Center of Excellence on “Delivery Units”.

The specific objectives are as follows:

  • Strengthen the capacities of the BOS to enable it to play its role as a model in terms of Delivery Unit at the continental level;
  • Establish a pilot Center of Excellence intended to support countries wishing to develop a Delivery Unit but also to facilitate exchanges between these countries on the theme of performance.
