Electricity Recovery Plan

Description

The aspirations underlying this flagship project are the supply of reliable electricity, in sufficient quantity (>1 MW) and at low cost (000-60 CFA francs/kWh). They encourage an energy mix policy combining thermal, hydroelectricity, coal, natural gas, renewable energies and the best exploitation of all regional and sub-regional interconnection possibilities. This energy recovery plan also aims to improve the quality of Senelec's distribution network with a view to reducing costly expenditure by households and businesses on alternative energy.

 

Methods of implementation

The Production Plan adopted by Senelec leads to an energy mix characterized by a drop in installed power operating with petroleum products, thus going from 87% in 2016 to 8% by 2030. Thus, the share of gas-fired power plants will have to reach 993 MW, that of hydroelectric energy 381 MW, coal-fired power plants 385 MW, fuel-fired power plants 180 MW and finally 365 MW for the share of renewable energies.

Efforts to renovate and develop electrical transmission/distribution networks will be amplified with projects specific to Senelec, and projects to be developed in the sub-regional framework with the Organization for the Development of the Senegal River (OMVS) and the Organization for the Development of the Gambia River (OMVG).

The financing of transport network projects will be covered entirely by the State of Senegal. The financing of renewable energy projects will be done according to public-private partnership (PPP) schemes. The second compact of the Millennium Challenge Account for Senegal will be entirely dedicated to the energy sector at an estimated cost of 480,2 billion FCFA. Concerning the financing of so-called “conventional” power plants, Senelec signs electricity purchase contracts (CAE) with Independent Power Producers (IPP) who must therefore provide turnkey production parks.

Major Achievements:

  • Commissioning of the 120 MW Malicounda power plant to supply more than 700 Senegalese households;
  • Start of construction work on the Sambangalou dam with a capacity of 128 MV with the Gambia River Development Organization (OMVG).

Outlook 2023:

  • Signing of the contract amendment for the Mboro power plant.
