Access of VSEs and SMEs to credit and financing

Description

The flagship reform aims to facilitate access for Very Small Enterprises (VSE) and Small and Medium Enterprises (SMEs) to credit and funding, in particular by accelerating the establishment of a Credit Bureau, the establishment of an Accelerated Leasing Development Plan, the increase in competence of the legal environment of financial services and the establishment of a contractual and legal framework favoring the recovery of debts.

Major Achievements:

  • Establishment of the Committee for the Identification of Support and Supervision Structures for SMEs
  • Adoption in the National Assembly of the orientation law relating to Small and Medium Enterprises
  • Establishment of a consultation and exchange framework aimed at increasing SMEs’ ​​access to financing with technical and financial support from GIZ
  • Organization of the financing academy and design of the single financing window by ADEPME
  • Design of a post-financing monitoring platform with a guarantee line (FSA)

Outlook 2023:

  • Validation of the new law regulating SFDs
  • Signature of the decree implementing certain provisions of the orientation law relating to SMEs
  • Improving access of SMEs to Public Ordering
  • Continuation of the activities of the financing academy
  • Scaling up the ADEPME support model
  • Operation of the Single Window for Financing and the post-financing monitoring platform
  • Conclusion of a partnership agreement with Fagace
