Modernization of the Public Service

Description

The flagship reform aims to create the conditions for operational effectiveness and efficiency in the implementation of public action, in order to promote the modernization of Senegal's administration. This global vision is shared through the development of management capacities through sustained performance, capable of supporting the dynamic of emergence and offering quality public services to users.

The strategy framework structures objectives to:

  • Effectively conduct all public administration reforms within the framework of the governance of the Emerging Senegal Plan (PSE);
  • Establish a competent and efficient administration through skills management, the automation of administrative procedures, the culture of Results-Based Management (GAR);
  • Satisfy the “well-being” of populations, through the reduction of inequalities and poverty, the territorial development of competitiveness clusters and economic attractiveness.

 

Methods of implementation

The implementation of the flagship reform is structured around two (2) components:

Adoption and institutionalization of the 8 presidential measures of 2016

  • Civil Service Law;
  • General quality charter of the Administration;
  • New remuneration system;
  • Code of ethics for public officials;
  • Territorial Administration orientation law;
  • Deconcentration Charter;
  • Master plan for modernizing the administration;
  • Reorganization of ministerial cabinets and central administration.

Implementation of the Public Administration Modernization Support Program (PAMA) with three (3) areas of intervention:

  • The reorganization of the administration;
  • Improving the quality of services to users;
  • The professionalization of State Human Resources.
